Fix Windows 11 startup apps slow start

Save it as .reg:

Windows Registry Editor Version 5.00

[HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\Serialize]
"StartupDelayInMSec"=dword:00000000
"WaitForIdleState"=dword:00000000

then double-click the .reg file and approve any prompts to merge the file with the registry.
